Damage: 100% to bin store and porchway to flats. 10% fire, smoke and heat to ground floor of communal flat areas. Medium smoke logging to communal areas of both blocks. Light smoke logging to flats.

Believed Cause: Believed Deliberate Ignition

Initial Information: Call from a resident of Coleman Close to a wheelie bin on fire outside their house. Further calls received in the area to additional fires in the area to rubbish and refuse.
Additional appliances deployed to the area to deal with several incidents.
Fires affected buildings, Police, Ambulance, Gas and Electric in attendance, plus a Fire Service Officer.

Updated Incident Information: 04:07 - 1 block of flats consisting of 4 flats in a 2 storey block this is measuring 10 x 5 meters. Fire in front porch of block of flats, 1 hose reel jet, 1 covering jet, 1 short extension ladder in use. 2 BA under rapid deployment. 1 child and 2 adults rescued by ladder from 1st floor window. Ambulance requested to check over child and family. No signs of smoke inhalation. Contact made to another couple and single resident but have been told to stay put. Request attendance of police. More casualties rescued via ladder from separate block of 4 flats on Coleman Close. Request the attendance of Gas company.

04:22 - Request further ambulance for multiple casualties with smoke inhalation.

04:32 - 2 separate blocks of flats, original fire is in block of 4 flats, the other call for block of 6 flats. Both blocks approximately 10 x 25 meters consisting of 2 floors and are residential flats. 2 families rescued - 1 family of 3 and the other family of 4 - all rescued via ladder. All other flats in the process of being evacuated. Fire in bin area outside both flats affecting front door and stairwell. 4 BA under rapid deployment over both premises. Short extension ladder, hose reel jet and covering jet in use. Fire believed to have affected gas of both properties

04:37 - Request the attendance of electricity company to isolate supply to both blocks

05:01 - Confirming all persons evacuated from both blocks of flats. Family of 4 transferred to LRI, 1 elderly lady to be sent to LRI. Medical assessment being carried out on other members of the public. Two fire service vehicles being moved to defensive positions due to gas leak. All BA now withdrawn. Request control inform local council resilience forum as people need to be rehoused in short term. Gas board in attendance.

05:35 - Gas engineer using monitor to test both properties as gas leaking at both. Hose reel jet, ground monitor and covering jet on standby. Gas engineer requested dig team to attend.

05:45 - National grid dig team in attendance and beginning to isolate gas to properties

06:26 - Difficulty in isolating gas and electrics. Dig team in process of digging up road in front of properties. 2 families and 1 adult male cleared by medics at the scene. These individuals being kept on fire service appliances awaiting arrival of emergency support vehicle from red cross. Council resilience forum representative in attendance. Covering jet stood by and preliminary fire investigation taking place

06:50 - Gas supply to 1st property isolated. Gas engineer working on second property however will involve isolating the electricity at local sub station. This will affect the local area, police on scene informed.

07:07 - 2 adults have been taken to LRI and ambulance service have assessed 9 individuals on scene and cleared them all.

07:43 - Gas and electricity still trying to isolate utilities to one block of flats.

08:16 - Electricity dig team now in attendance to isolate remaining property. Gas board attempting to continue to isolate gas supply

08:24 - Red Cross Emergency support vehicle in attendance

09:25 - Gas and electricity now isolated and incident being left with the police
