Believed Cause:

Initial Information: Call received from passer by reporting a car in flood water with water half way up the vehicle with persons inside.

Updated Incident Information: Upon arrival, incident confirmed as 2 vehicles, 1 car and 1 van, stuck in approximately 3 feet of flood water. Fire Service Technical Rescue team entered water using inflatable sled to effect rescue of 2 persons.
