“Your Service, Your Say” – Public Consultation Now Open

Leicestershire Fire and Rescue Service (LFRS) has launched an eight-week public consultation for the 2025 refresh of its Community Risk Management Plan (CRMP) for 2024–2028, inviting communities to have their say from Monday, 6 October 2025.

The Service plans to make some small changes to its current CRMP, which is a comprehensive plan outlining the commitment to ensuring Safer People and Safer Places within our communities and workplaces. The plan focuses on identifying and mitigating foreseeable community-related risks.

In the original CRMP for 2024 – 2028, which was publicly consulted on in 2023, the Service amended the crewing model at a number of fire stations and relocated Tactical Response Vehicles. However, since that time, further financial challenges mean that cost-efficient amendments to those deliverables are now being proposed.

LFRS has gathered and analysed historical demand data, risk data, station locations, response times, and financial information, and the findings support implementing alternative solutions. As a result, new proposals for 2025 are now subject to public consultation, which will run until Friday, 28 November 2025.

The proposals are to:

  • Castle Donington Fire Station – Implement the Wholetime self-rostering duty system. The fire engine is currently crewed at night by combining the Tactical Response Vehicle (TRV) crews from Loughborough and Western Stations. The new duty system provides 24/7 cover and affords staff with flexibility regarding when they work their required number of shifts, but without the need to relocate resources from other stations at night.

  • Loughborough Fire Station – Remove the TRV and the need for it to relocate to Castle Donington at night.

  • Western Fire Station – Remove the TRV and the need for it to relocate to Castle Donington at night.

These changes will see the TRVs removed from Loughborough and Western Fire Stations and result in eight posts becoming obsolete, saving £390,000 annually. However, no staff redundancies are included within the proposals as the efficiencies will be introduced through staff attrition and retirements, and this will not affect the upcoming recruitment drive.

Callum Faint, Chief Fire and Rescue Officer, said: "Our purpose is Safer People, Safer Places, and this CRMP sets out how we will achieve this. We're making some small changes, and we'd encourage you to please have your say on these new proposals. We must understand our residents and their needs to deliver a well-managed Service."

The CRMP outlines our Service priorities and aims, with detailed departmental plans providing a roadmap for achieving our desired outcomes. It encompasses five strategies covering Safer Communities, Response, Finance and Resources, People, and Governance, outlining the importance of managing incidents effectively and efficiently. These strategies have also been refreshed to incorporate legislation changes based on the Procurement Act 2023 and new building safety laws.
